In July 2010, Mr. Fireoved retired from the Navy as a Captain.

STEPHEN J. FIREOVED is a 1976 graduate of Gettysburg College and 1979 graduate of Temple Law School. After graduating law school, he spent three years on active duty with the Navy’s Judge Advocate General’s Corps and litigated over 150 criminal trials at various duty stations throughout the Nation. After leaving active duty, he initiated his private law practice with large firms in Wilkes Barre, PA and Ft. Washington, PA where he concentrated his practice in workers’ compensation, labor and employment and municipal law. In 1993 he went in house with The Budd Company, a large Philadelphia automotive parts manufacturer, where he assumed duties of manager of worker’s compensation, human resources, and labor relations. During his time with the Company, Mr. Fireoved was the architect of a unique and highly successful disability management program that was recognized by several professional human resource organizations as a "best practice”. 
In 2004 Mr. Fireoved returned to the private practice of law with continued concentration in workers’ compensation, labor and employment law. In 2007 he joined The Chartwell Law Offices, LLP concentrating his practice in workers' compensation representing insurers', TPAs and self-insured employers. In 2012 he was appointed the Director of the Bureau of Workers’ Compensation for the Commonwealth of PA whereby he managed a staff of 153 people and oversaw the administration of all facets of PA workers' compensation including the following divisions and sections: Health & Safety; Health Care Services; Claims; Self-Insurance; Administrative Services; Compliance; and the Uninsured Employer Guaranty Fund. He also assumed a lead role for the Bureau in implementation of the Workers' Compensation Automation and Integration System (WCAIS) which is a new computer system that has introduced far-reaching and profound changes to every aspect of workers' compensation administration in PA. The system has achieved national preeminence because of its integration across the three workers' compensation program areas (Bureau of Workers' Compensation; Office of Adjudication; and Workers' Compensation Appeal Board) and the introduction of Electronic Data Interchange (EDI) whereby claims are filed electronically. He also oversaw the management of the Uninsured Employer Guaranty Fund including 450 cases in which employers were uninsured for workers' compensation liability. He also worked closely with the Secretary of Labor & Industry and staff on various projects that benefited the workers compensation system.  
Mr. Fireoved spoke regularly at seminars and events as the Bureau’s Chief spokesperson including: the annual Department of Labor & Industry Workers’ Compensation Conference; the PA Self-Insurance Association Spring and Fall seminar; the PA Bar Association Fall  Section Meeting; the PA Claims Management Network; the Greater Philadelphia Economic Claims Counsel; PA Firefighters Annual Conference; and the Governor's Award for Safety Excellence.
In March 2015, Mr. Fireoved left public service and re-joined the Chartwell Law Offices concentrating his practice in workers' compensation representing insurers, TPAs and self-insured employers and providing system assessments to ensure clients are employing best practices.
